AFL and CIO-affiliated unions would be the first to see the floor and the first to see it fall again. Historically, there have been substantial differences in the treatment of minorities and women in the labor movement. The first wave of organized labor imposed discriminatory policies that consigned women to low-paying, hazardous jobs while white male laborers had more opportunities for high-paying union jobs. The second wave of feminism, fueled by the Civil Rights movement, pushed organized labor to become a more inclusive institution. Women began to form unions and reform groups and participated in the first industrial strikes. The campaign also sought legal protection for women workers and policies to promote equality and fairness. Private-sector unionization rates peaked during the early 1970s when over a third of the African-American workforce belonged to a union. Union decline in the private sector has widened racial wage disparities in recent decades. However, the impact of unionization on racial wage disparities is less pronounced for men. African-American males are also more likely to be unionized than their white counterparts. Unions provide a range of wage benefits, including higher pay and clear grievance procedures. Moreover, unions protect workers against discrimination and inequity. During the AFL-CIO convention, delegates discussed how to confront the challenges of the labor movement. They outlined new tactics for shared organizing and strategizing. They also approved the creation of the Labor Innovations for the 21st Century fund. The union movement continues to fight for good wages and health care for working people. It also fights for policies that keep workplaces free from discrimination and protects the right to vote.
